In that case I will indeed play it safe and go with the GTX 1060 3GB which is under 9". You might need a new case if youre limited to some proprietary sized PSU because of the size of the case.

So if the cheaper one can handle most games then I'd get that. If your card is longer, chances are it won't fit. Cheapest is just to buy a 750ti that doesnt require an additional power connector and hope the PSU doesnt fry. the 650 watt line-up is a good mix of value and performance.

Its almost always cheaper to buy more better stuff up front than have to upgrade something after the fact.
